この作品は、表向きには上杉謙信が上洛した故事を描いたものとしつつも、実際は明治維新について描いたかわら版的報道作品である。
この作品が制作された頃、江戸は不穏な空気に包まれていた。最後の江戸幕府の将軍となった慶喜が寛永寺に入寺し、その警護として彰義隊も滞在していたが、江戸の庶民はその彰義隊に新政府軍が攻め入り戦争が起こるのではないかと恐れたのである。戦争が起こらない状況をどうにか留めているのは、寛永寺御門主を兼ねている能久親王の力が大きく、京都の朝廷より呼び出された能久親王が寺を離れると戦争が起きてしまうと、引き留める為に集まったのであった。

風刺画は江戸で大流行し、いかに情報を的確に庶民に読み解かせるかが絵師の腕の見せ所であった。また、このような僅かな情報から当時の世相を読み解いていた江戸の庶民の政治的関心も相当なものだったと窺える。

This work, while ostensibly about the history of Uesugi Kenshin's visit to Kyoto, is a news piece about the Meiji Restoration.
When this work was produced, Edo was in a state of unrest. The last shogun of the Edo Shogunate, Yoshinobu, had entered Kan'eiji Temple and the Shogitai, a unit formed to protect Yoshinobu, were there to protect him. People of Edo feared that the new government forces would attack the Shogitai and war would break out. The situation had been somehow kept at bay by Prince Yoshihisa, who also served as the head of the Kan'eiji temple and was summoned by the Imperial Court in Kyoto. People gathered to keep Yoshihisa from leaving the temple, fearing war would break out if he left.

Satire was very popular in Edo (Tokyo), and the artist's skill was how accurately the information could be deciphered by the common people. The political interest of the common people of Edo, who could decipher the state of affairs at the time from such a small amount of information, was also considerable.
