明治24年10月28日、岐阜県の美濃地方をおそったマグニチュード8.0の大地震、濃尾地震を記録した作品。朝食時であったため火の手も上がり、また、逃げる間もない烈震であったために多くの死者を出した悲惨なものであった。建物から着の身着のまま這い出た人々や厩から飛び出た馬はただ必死であり、うなりを上げる炎と崩れ続ける瓦礫の山が臨場感をもって描かれ、その惨状を報道的に伝えている。
小国政は国政四代（豊斎・香朝楼）の長男、門人である。小国政、国政五代、柳蛙など、時期や作品のジャンルによってその名を変えている。

This work depicts the 8.0 magnitude earthquake, the Nobi Earthquake, which struck the Mino region of Gifu Prefecture on 28 October 1891. The earthquake was disastrous, with many deaths due to the fire that broke out at breakfast time and the tremors so severe that there was no time to escape.
The work portrays people crawling out of buildings and horses jumping out of stables in desperation, the roaring flames and the still crumbling heaps of rubble, conveying the devastation in a news report style.
Kokunimasa was the eldest son and pupil of Kunimasa Ⅳ (Hosai).
He changed his name depending on the period and genre of his works, such as 小国政, 国政五代, 柳蛙.
