芳盛は幼少期より国芳の門に入り、国芳の画風によく倣った武者絵、時局絵、花鳥画などを描いた。
「ゑぎりす人の図」「五ヶ国」「港崎横浜一覧」などの横浜絵を手がけたほか、「東都名所」などでは江戸市中を遊覧する外国人を描いた珍しい作品を残している。
また、合作シリーズ「御上洛東海道」や「末広五十三次」にも参加。後年は光斎と号した。
明治期には一時、内務省に十三等官吏として勤務した。

Yoshimori entered the Kuniyoshi school in his youth and produced warrior prints, topical subjects, and bird-and-flower paintings in a style strongly influenced by Utagawa Kuniyoshi.
He created Yokohama-e works such as “Illustration of an Englishman”, “Five Nations”, and “Panoramic View of Yokohama at Miyozaki”. In addition, works such as “Famous Places of the Eastern Capital” include rare depictions of foreign visitors sightseeing in the streets of Edo.
Yoshimori also participated in collaborative series, including “The Imperial Procession along the Tōkaidō” and “The Fifty-Three Stations Fan Series“. In later years, he adopted the art name Kōsai.
During the Meiji period, he temporarily served as a low-ranking official in the Ministry of Home Affairs.
